Leaked documents suggest the US could throw Russia a bone. Will this be enough to avoid war?

The United States may be willing to offer Russia a transparency agreement guaranteeing that cruise missiles will not be stationed at NATO bases in Eastern Europe, The Associated Press reported Wednesday.

According to El Paísa Spanish newspaper that allegedly obtained leaked documents containing US and NATO responses to Russian demands, the Biden administration is willing to offer Russian President Vladimir Putin “a ‘transparency mechanism'”. This would “verify the absence of Tomahawk cruise missiles, which are capable of reaching Russian territory, in the bases of NATO’s anti-missile shield in Romania and Bulgaria.

Putin has repeatedly expressed concern that NATO missiles in Eastern Europe could hit Moscow within minutes. But his claims go much further.

In the pair of draft treaties to which the leaked documents responded, Russia insisted that Ukraine be excluded from NATO membership and that the alliance withdraw its troops from Eastern Europe.

The Biden administration’s proposed transparency deal falls far short of Putin’s demand for full withdrawal, and ensuring Ukraine won’t join NATO appears to be a failure for the US and the alliance .

According to PAthe leaked NATO document included a reaffirmation of “the commitment of all 30 member nations to NATO’s Open Door Policy”.

Meanwhile, CNN reported Wednesday, Russia continues to move troops into position on the Ukrainian border. New satellite images show evidence of troop buildups at multiple bases, new Russian deployments in Belarus and live-fire artillery drills.

The New York Times reports that about 130,000 Russian troops are massed on the Ukrainian border.

President Biden has ordered 3,000 US troops into position to “bolster the defense of European allies”. The Wall Street Journal reported Wednesday. Some 2,000 soldiers from Fort Bragg, North Carolina are sent to Poland and Germany, while about 1,000 troops stationed in Germany are heading to Romania.
